Episode 1 · Neighborhood Overview & Local Vibe

Pacific Heights, San Francisco: Upper Fillmore, Parks, Muni

Pacific Heights is a hilltop neighborhood in the north of San Francisco, built around the shops and cafés of Upper Fillmore, two city parks and the bus lines on California Street and Fillmore Street. This guide covers what daily life looks like there, how the weather behaves on the hill, how long it takes to cross the city and how the school district places students.

💡 Key Insights & Takeaways

  • Lafayette Park covers 11.5 acres on the east side of the neighborhood, and Alta Plaza Park holds lawns, a playground and tennis courts on the west side.
  • Plan on about 20–30 minutes door to door to the Financial District on the 1 California and about 45–55 minutes to Mission Bay on the 22 Fillmore, with no transfer on either trip.
  • San Francisco Unified uses a citywide choice process, so a Pacific Heights address does not promise a seat at Sherman, Cobb or Redding Elementary School.
  • NOAA's downtown station, which is not in Pacific Heights, puts the warmest monthly normal high at about 70°F in September and the coolest at about 58°F in January.
  • A project on California Street lists 744 homes, but those homes are approved and planned, not built, and its phases and dates still need checking.
The 1 California bus runs every 4–5 minutes through Pacific Heights east of Presidio Avenue as of 30 September 2026, and the 22 Fillmore runs 24 hours a day. Walk Score gives Pacific Heights a 97 for walking, a score for the neighborhood as a whole and not for any one corner or address.

What is Pacific Heights actually like?

Pacific Heights sits on a ridge in the north of San Francisco. Its streets slope down toward the Marina on the north side and toward the Western Addition on the south side. California Street and Fillmore Street cross near the middle, where the two busiest bus lines meet. The city draws no single official line around the neighborhood, so where it starts and stops depends on whose map you read.
People tend to split the neighborhood into four rough parts. The Upper Fillmore corridor is the shopping spine. Alta Plaza Park anchors the west side, Lafayette Park anchors the east side, and Broadway runs along the northern ridge. These are working labels, not city districts.
Upper Fillmore is the main shopping street, and its busiest stretch runs along Fillmore Street from Jackson Street down to Pine Street. You find Browser Books and Sue Fisher King there, along with B. Patisserie, Jane, Johnny Doughnuts, Salt & Straw and Smitten for coffee, pastry and ice cream. For a meal out, the street and its corners hold Bun Mee, Jackson Fillmore Trattoria, Little Shucker, Pinsa Rossa, Harry's Bar and Palmer's. Sacramento Street and California Street are the other two shopping streets. Shops open and close, so check that a place is open before you plan a trip around it.
Two city parks give the neighborhood its open space. Lafayette Park covers 11.5 acres on the east side, between Laguna, Sacramento, Gough and Washington streets, and the city has renovated it. Alta Plaza Park, at Jackson and Steiner streets, has sloped lawns and paths, a playground, tennis courts, a court for mixed games, restrooms and a set-aside area for dogs. To the south, Hamilton Recreation Center on Geary Boulevard has a gym, a pool, a field and courts for basketball, pickleball and tennis. The Presidio and Crissy Field lie just past the neighborhood to the north and northwest.
The hills come with stairs. The Fillmore Street Steps and the Lyon Street Steps climb the steepest grades, and both are landmarks in their own right. FITNESS SF Fillmore, south of the center on Fillmore Street, has a pool, classes and a training floor.
Fillmore Street also hosts the Fillmore Jazz Festival. In 2026 the festival closed Fillmore Street between Jackson and Eddy streets for a July weekend. Check the city's notices before you plan around a later year, because future dates are not confirmed.
New homes are planned nearby. On California Street, a multi-phase project approved by the city lists 744 homes, along with shops, open space, child care and offices. Those homes are approved and planned, not built, and the phases and dates still need checking with the developer and San Francisco Planning. Across the whole city, the second-quarter 2026 pipeline counted 75,853 units, a citywide figure and not a Pacific Heights figure, and it is not a count of homes about to open.

What is the weather like in Pacific Heights?

Pacific Heights has no official weather station of its own, so the nearest long-run record is NOAA's San Francisco Downtown station, south of the neighborhood. Treat the station as a stand-in, because a hilltop block may run cooler or windier than downtown. No source measures fog, wind or sun block by block here.

September, not July, is the warm month on that record, so plan your outdoor season for early autumn. Hot days are rare on that record, and on the hill the wind is the thing to check. Keep a warm layer with you, and look at how much wind a deck, a garden or a big window takes before you count on using it.

How long does it take to get anywhere from Pacific Heights?

From the middle of Pacific Heights you reach the Financial District in about 20–30 minutes door to door on the 1 California, and Mission Bay in about 45–55 minutes on the 22 Fillmore, with no transfer on either trip. Those two times are planning ranges, not measured trips. The published schedule puts the ride itself at 14 minutes to Clay and Sansome streets and 38 minutes to Mission Bay, and the walk, the wait, traffic and your exact stop make up the rest.

The 1 California runs east and west along California Street, between downtown and the Outer Richmond, and an August 2026 service change made it more frequent east of Presidio Avenue. The 22 Fillmore runs north and south along Fillmore Street to the Mission, Mission Bay and the UCSF campus there.
Three more lines fill in the gaps. The 2 Sutter runs along Sutter Street to downtown during the day. The 10 Townsend runs weekday daytime trips along Pacific Avenue and Jackson Street toward SoMa and the Caltrain area. The 24 Divisadero runs along Divisadero Street on the west side, south to the Castro, Noe Valley, Bernal Heights and Bayview.

If you bike, the Clay Slow Street gives you a calmer route from Arguello Boulevard to Steiner Street, but the grades here are real, so ride a route before you rely on it. If you drive, plan on street parking, and check whether your block sits in a permit area before you buy a car or a home.

Which schools serve Pacific Heights, and how are they assigned?

San Francisco Unified School District assigns students through a citywide choice process, so a Pacific Heights address does not promise a seat at any one school. You list the schools you want in order, and the district places students by its tiebreakers and by how much room each school has.
For the entry grades of elementary school, living in a school's attendance area works as a tiebreaker when there is room, not as a promise. For middle school, a feeder link from a student's elementary school can also work as a tiebreaker when there is room. High school is a citywide list of choices, with no neighborhood school promised. If the district cannot place a student at any school on the list, it may offer the nearest school with open seats, and the rules can change from one enrollment year to the next.
Sherman Elementary School on Union Street, Dr. William L. Cobb Elementary School on California Street and Redding Elementary School on Pine Street, east of the center, are elementary schools near the neighborhood. The district lists Marina Middle School on Fillmore Street as the feeder for Sherman. They are named here as places on the map, not as promised placements. The district's current rules on choice, attendance areas, feeders, open seats and tiebreakers set each assignment. Check the exact address and the enrollment year with the district.

Where can I check schools and crime information for Pacific Heights?

Big Data Realty does not rate schools or neighborhoods. Ratings and reviews are on GreatSchools. San Francisco Unified's SFUSD School Finder confirms which attendance area an address falls in, and the state publishes official school reports on the California School Dashboard. Check them for the most recent information, because boundaries and reports change every school year.
For crime information, check the most recent reports directly with the San Francisco Police Department's crime data dashboard.

Who does Pacific Heights suit?

Pacific Heights suits you if you would rather walk to the shops and ride the bus than drive across town. With the 1 California and the 22 Fillmore meeting in the middle, both the Financial District and Mission Bay are one ride away, so you may not need a second car.
If two city parks close by matter more to you than a flat walk, the hills and stairs here are part of the deal. If you need level routes, walk the blocks you would use every day before you choose a street. If you want warm afternoons, weigh the hilltop wind first. If you keep a car, check the parking rules for the exact block.
If you are weighing nearby areas, compare them on the same terms. Presidio Heights shares the California Street bus line, Cow Hollow has the Union Street shops on the northern slope, Russian Hill has its own hills and mixed housing, and Sea Cliff sits near the Presidio and the coast with mostly detached houses. Those comparisons are a frame for your own questions, not a ranking.

Common questions

Street parking in parts of Pacific Heights runs on permits as of 30 September 2026. Some blocks sit in Residential Permit Parking Area G, where an annual permit was listed at $224. Whether a block qualifies depends on the address, a household can generally hold up to 4 permits, and a permit does not lift the 72-hour limit. Check the address on SFMTA's current map, and check the fee before you count on it.
